I have edited the heck out of this post, and it may not be 100% accurate, but I have updated the URLs for the LJ Toolbar, and I think it's working again.
This is a toolbar that you can put on your taskbar, any edge of your monitor, or a standalone window. It's the same kind of toolbar as Quick Launch is, except it's HTML.
It has a username field and a drop-down select field. You simply type the username in question, select an action to perform, and click "Go." In a new window which opens is the information you requested.
DEMO: (works the same/looks about the same except does not open a new window, and the real toolbar uses Javascript to auto-submit the blue menu.)
The actions as of now are:

User Info
Text Message
User Pictures
Friends
Calendar View
Memories
To Do List
Joule (Who's Friended)
LJ_connect (degrees of separation)
View User's Public Styles
Buy User A Paid Account
Add Friend
I can add any functions anyone would like that can be accessed by some kind of URL constructed with a username in it. For example, http://www.livejournal.com/userinfo.b
Requirements:
-Windows 95*, 95 OSR2* 98, 98SE, Me, 2000, XP Home, XP Pro
* = You must have Internet Explorer 4.0 or higher installed.
-Windows will open in Internet Explorer, not another default browser. Sorry.
-You must be connected to the Internet for the toolbar to show up. Dial-up users should probably not bother unless they usually stay dialed-up.
How to get it:
Right-click on your taskbar, select Toolbars -> New Toolbar.
Ignore the list of folders. Instead, type/paste in one of these:
http://www.danpritchard.com/cgi-bin/ljtoolbar-enhanced.pl?you=YOURUSERNAMEHERE&fr=yes http://www.danpritchard.com/cgi-bin/ljtoolbar-enhanced.pl?you=YOURUSERNAMEHERE&fr=nofr=yes if you have a paid account, and fr=no if you don't. "yes" enables a scrolling marquee of your friends' most recent entries. "no" disables it.
Click "OK." You'll see an entry called "LiveJournal Toolbar" on your taskbar. Unlock your taskbar if necessary (Right-click, uncheck "Lock Taskbar") and drag it to where you want it, on or off the taskbar. If you dock it to any edge of the screen it'll be much more compact than if you leave it freestanding. Right-clicking the title of the toolbar will get you some options. I like mine not always on top, not auto hide, at the top of the screen. If you have a lot of screen real-estate you might want it always on top.

My lj search things for phoenix are available from here. Just unzip the archive in the "searchplugins" subdirectory of phoenix and restart the browser, and the lj searches will be availible in the search toolbar.

After a few site updates, I inadvertently broke the toolbar. I've updated this post with correct URLS.-Dan
PS: I'd really like to see someone implement this in a Firefox extension. Maybe in a couple months when I have time I'll look into that.

Should work on XP.
Are you sure you're using the Taskbar? This is the bar that contains your Start Menu and a Clock. Try this:Right-click on your clock (typically this is at the right bottom of the screen)
Menu options should be:

When you hover your mouse on Toolbars, another menu should pop out. It has a lot of items, but it looks about like this:

Hitting New Toolbar will take you to the part where you enter the URL.
Try this again and post again if it still doesn't work for you.

Now, I have to say that this is a really nice, and i'm going to use it - but there is one thing missing that I was performing the search *for* lol.
The feature I want is a text box which you can type whatever into, and a button on the form which submits the post to LJ. This shouldn't be too hard: it could even be done via javascript and a frame, if I'm thinking right... Then it could just refresh back to the LJ toolbar.
I'm currently looking for either a windows toolbar or a firefox toolbar which will let me type a post on a single-line edit box and submit it, and that google search came up with this lol.
Great job, and I hope you offer more options and so on for this thing.

Hmm. That is very interesting indeed!Would you like me to get to work on adding that functionality to this project? It wouldn't be hard, I think. It would depend on the sophistication of the LJ posting facility (I'm thinking about cookies, sessions, etc). I'll go check it out now.
(I love a project, that's why I'm offering to do this--it'd make a project for me!)
